JOB PURPOSE
Delivery of a comprehensive Building Facilities Maintenance and Support Services function
JOB ACCOUNTABILITIES
• The post holder is responsible for the following:
• Successful availability of training and office facilities for BAE Systems SDT in Saudi Arabia in line with business strategy.
• Coordinate across many service providers and internal providers to ensure high standards to support our staff and students.
• Agree building requirements with BAE Systems SDT Management for facilities for training and administration activities.
• Preparation of tender documents and agreeing contracts with O&M;, Cleaning, Security and Catering companies to deliver required services or interface with the internal provider of these contracts.
• Provide details of tenders and recommendations to proceed to Senior Management Team
• Enter into robust contracts with companies ensuring scheduling, price and payment plans are within budgetary sums and transparent to the business
• Ensure contracts placed protect the business and provide value for money solutions (KPI s, penalties, dispute resolution, etc.)
• Oversee any refit or refurbishment project ensuring that delivery is to design, programme and agreed budget
• Manage and report on budget spend, performance of contractors and facilities maintenance needs
• Identify efficiencies and improvements in services to help provide cost or efficiency savings.
• Manage any risk and opportunities for the safe operation of the facilities.
• Ensure that facilities are fit for purpose and will enable the issuing of any of the required government and training licenses required for training delivery
• Ensure engagement with BAES Systems SDT s SHE s department to help ensure the facility is safe to operate.
• Ensure engagement with BAESSA Security department to help ensure the facility is safe to operate.
• Ensure that environmental considerations are considered through the life of the build and implemented as agreed, (no plastic, paperless office, recycling etc.)
• Ensure third party suppliers are approved and deliver in line with BAE Systems SDT s Procurement processes and policies
• Provide detailed progress reports on a weekly, monthly and quarterly basis to support Reporting needs and Management meetings
• ad hoc reporting to be produced as required
• Manage and develop the Support Service Team members to support the delivery of the facility services.
• Manage and develop the Reception staff to support and provide the needed services and actions.
• Provide Asset management support for company and capital assets. Liaise with finance and procurement teams where needed.
• In conjunction with the Legal Team ensure that any required building / commercial licenses an maintain to support the operation of the building.
RECRUITMENT SPECIFICATION
The post holder must:
• Third level qualification in Facilities Management related discipline or equivalent experience
• Qualified in Civil, Structural, Mechanical and/or Electrical Engineering as required preferable
• At least 5 years of relevant experience at senior manager level
• People management experience
• Excellent communication and influencing skills
• Team working skills and the ability to lead and motivate others
• Excellent Stakeholder management skills
• Management of O&M;contracts and contractors experience
• Technical knowledge of buildings and building services
• Project Management experience
• Commercial and Contracting experience and qualification desirable
• Sound understanding of theories and practices in multiple related subject areas
• In-depth knowledge of how own department integrates within the local and wider business organisation
• Analytical thought needed to resolve issues in a variety of complex situations
• Through responsibility for planning, end results, setting policies and contribution to strategic decision
DESIRABLE:
• Awareness Safety, Health and Environment, Quality Assurance and security processes
• Awareness of training delivery requirements for classrooms and practical areas
• Project Management qualification
Recruitment
The post holder will need to bring a thorough appreciation of the business relationship of BAE Systems SDT strategy and operations within Saudi Arabia into the role.
External candidates will also be considered. They will be required to come from a similar function within a commercially sensitive organisation that places considerable emphasis on ethical behaviour. They will be expected to contribute, in addition to Section B, a wide variety of strategic planning experience that will complement, while enhancing, the existing functional operation.
It is expected that the candidate will be highly self-motivated, innovative and possess demonstrable supervisory level Facilities Maintenance Administration experience. He will effectively communicate in English language (speak/write/read/understand) and have robust and tested computer skills. He will also possess the inter-personal skills needed to motivate subordinate employees and to develop and maintain harmonious working relationships with internal/external customers at all levels.
