JOB PURPOSE

HSE leadership that will lead and drive a continuously improving HSE culture within the business unit.
High-caliber professional in health, safety, security and environment assess every possible risk to our people and learn through the challenges we constantly face and explore new ways to improve the safety of our people, workplace environment , processes and procedures.
Responsible for all functions of Safety, Security, Health and Environment and Management of concerned staff within the department by setting the best working strategies and methodologies to achieve targets in most efficient and effective manners.
KEY ACCOUNTABILITIES

Identification and control of site high risk activities and tasks
Lead investigations into medium to high risk actual or potential incidents
Development of site improvement plan in line with the regional S&E;strategy requirements
Development and implementation of the site-specific S&E;systems
Mentor site senior management in the leadership of HSSE
Submitting the sites data and quality checking for accuracy,
Assessing and confirming the sites compliance against the minimum global / regional and local legislative requirements
Statistical analysis of sites perfomance to identify opportunities for improvement
Providing timely site input to shape and evolve the regions strategy
Must be able to demonstrate visible HSE leadership to the key site stakeholders.
Provide guidance, coaching and assistance to the operational teams in implementing these standards and practices.
Align with Company HSSE strategy, policy and develop a plan based on the safety system that supports the overall the site strategy and plans
Develop with the site leadership team a safety culture model and expectations. Provide functional support in the delivery of this model
Lead a team of deeply skilled HSSE professionals and develop them into experts in the identification of the hazards related to our activities (personal safety, process safety, occupational health, environmental and industrial hygiene, emergency response and security) and in strengthening the associated barriers in risk management
Coach leadership in driving safe, secure , compliant and responsible operations through advices in meeting company HSSE Policies, Standards, Practices and Guidelines and legal requirements.
Exercise organizational influence by winning the support of key stakeholders in effecting needed changes within their area of influence.
Proactively respond to changing circumstances and expectations, take ownership for change by encouraging others and working collaboratively to create/improve common work systems and processes.
Prepare and maintain emergency response readiness, including coordination with municipal and national emergency planning and fire prevention for the plant.
Coordinates internal company, regulatory and public HSSE performance reporting.
Verify that all HSSE hazards are identified and adequately addressed, through using the Risk Register.
Help make Health , Safety , Security and Environment our overriding priorities leading into efficient and productive workplace
Assist the HSSE team and Department Designated Champions in conducting Risk Assessments, Controls and framing Standard operating procedures
Ensure that key process owners are trained in safety procedures so that they can impart the same to their respective departments
Responsible to formulate the HSSE budget
Responsible for adequate PPE in terminal used for safe work
Ensure that the reports to Head Office are submitted periodically & on time
Responsible for quality of investigation of all incidents and accidents as per DP World GSE policy
Involved in recommendation of disciplinary actions for person who do not abide by safety procedures
Attend weekly review meetings with COO and CEO and represent HSSE department
Report departmental activities and Key Performance Indicators to the Top Management
Ensure economical, efficient, and productive use of the department’s equipment and manpower
Manage the department’s financial, administrative, and personnel activities
Establish and implement Performance Testing Standards and Best Practices for HSSE department
Ensure Security protocols / ISPS measures fully implemented ,fully compliant with local rules & regulations
Co-ordinate with designated risk champions and HSE officers for training schedules
Create and Implement the Port Safety Management Plan
Create and Implement the Port Traffic Management Plan
Create and Implement the Port Environment Management Plan
Create and Implement the Port Waste Management Plan
Create and Implement the Port Security Management Plan
Create and Implement the Port Health Management Plan
Make sure all employees are given periodic safety training and refreshers
Responsible for safety & discipline in the work area
Implementation and compliance with Fatal Risk Standards or whichever standards enforced by GSE
Implementation and compliance with GSE engagements and safety leadership requirements
Implementation of Safety Management system according to local & GSE requirements
Implementation and compliance with Safe Work Practices
Implementation and compliance with HSSE policies
Investigate accidents in accordance with defined safety procedures
المهارات
Formal HSE qualification to Diploma / Degree level for example: NEBOSH International Diploma in Occupational Health and Safety and or NEBOSH Diploma in Environmental Management
Experience in safety and security function in heavy engineering, energy, utilities related industry
o Preferable: +5 years

Experience in S&E;managerial role
o Mandatory: 3 to 5 years

Experience in port industry preferred
Preferable: Advanced study in management
ISPS certification / Security Training preferred
Experience in leading critical incident investigation
Experience in the development of S&E;management systems,
Experience in the development and management of corrective action projects
Experience in liaising with government, regulatory, industry and labour organizations
Ability to develop strong working relationships at all levels within the organization and lead / mentor workgroups and individuals
Excellent influencing skills demonstrated through verbal and written communication.
Leadership: able to inspire and motivate people who are directly and not directly under your responsibility.
Well-developed interpersonal and communication skills with the ability to communicate effectively at all levels. Presentation and networking skills.
