Overview
Our client is seeking an experienced Contracts Advisor to join the Planning & Performance Management Division (P&PMD;) within its Technology Oversight & Coordination (TOC) organization. P&PMD;is responsible for providing centralized shared services to the client’s R&D;organization.
This role reports to the TOC Contracts Development & Procurement Group head within P&PMD;’s Procurement Unit, and interacts across the Procurement organization.
The Contract Advisor’s primary responsibilities are to review of scopes of work and develop contractual agreements with strategic industry and academia partners and service providers; and to serve as the Proponent Representative in the development and administration of contracting activities procured through corporate and affiliate contracting organizations.
Key Responsibilities
Provide technical expertise and guidance to contract proponents, ensuring appropriate selections/contracting formation decisions.
Provide leadership in the procurement and administration of contracts.
Review and support in modification of Scopes of Work.
Participate in the development and review of contracting plans.
Facilitate the development/execution of market engagement surveys.
Prepare/review Company estimate documentation.
Draft, review and modify legal terms and conditions of contracts.
Negotiate with third parties as part of negotiating teams.
Prepare and present award recommendations to senior management.
Develop justifications and recommendations for changes in contracting procedures.
Support the transfer of knowledge and support the development of team members through coaching, motivating and providing guidance.
Minimum Requirements
Bachelor’s degree in a Supply Chain Management, Law or a related business discipline, an accredited professional qualification in Supply Chain Management (i.e. MCIPS, FCIPS), MBA or Master in Law qualification is desirable.
At least twelve years of relevant experience in a corporate contracting environment, ideally within technology development/R&D;or related organizations.
Ability to influence internal and external senior and executive management, as well as professionals in cross-functional teams.
A strong sense of accountability and determination to achieve goals and objectives.
