The main objective of the job is to ensure that safety and Quality of the Typhoon fleet is assured to the standards required by the Regulatory Framework for Logistics (RFL) 4-7166-2-E-5-2, 4-7001-2 and 4-7002-2 as well as the RSAFI 4-7166-1-3-1 and 4-7166-1-3-2.
This includes specific responsibility for the management, implementation, maintenance and further development of the RSAF Typhoon Fleet Safety Management System and Quality Management System. Wherever possible this will accord with RSAF policies and procedures eg RSAF Manual 78 series manual. Where these are not suitable, the job holder will be required to propose change to the RSAF Chain of Command and manage any agreed change across the stakeholder community.
The job holder will represent the RSAF Directorate of Aircraft Maintenance (DoAM) Typhoon Weapon System Support Manager (TyWSSM) on all safety and Quality matters. The job holder will report to the Typhoon Support Centre (TSC) Commander through the TSC Senior Advisor on a daily basis but will have independent access to the TyWSSM in order to escalate issues or concerns where the job holder considers this appropriate.
JOB ACCOUNTABILITIES
Accountable for implementing a Safety Management System in accordance with RSAF Safety Policies and procedures taking account of Industry best practice as well as providing safety and Quality support to all DoAM and Typhoon stakeholders.
Job accountabilities also include acting as the TSC Safety and Quality Management primary point of contact with all stakeholders including the Prime Contractor staff and able to develop staff safety and quality policies appropriate to the Typhoon Fleet.
Development, delivery, integration and maintenance of the Typhoon Fleet Safety and Environmental Management Plan is also a job accountability.
Review occurrence/incident reports raised by maintenance and operations in order to identify adverse trends and recommend appropriate mitigation measures as well as develop, deliver integration and maintenance of the Typhoon Fleet Quality Plan.
Manage all safety risks and quality issues identified within the Typhoon operations ensuring they are continually assessed, consistently managed, to assure the overall safe operations at all RSAF operating bases.
Ensure all accidents, incidents and significant near misses are investigated and measures to prevent reoccurrences are identified and implemented, and the learning outcome communicated appropriately.
Manage the effective implementation of the RSAF policies, mandates, processes and procedures as they affect safety and Quality as well as manage and promote safety awareness and a proactive/positive approach to a Safety Culture across the Typhoon fleet.
Establish, manage and maintain the Typhoon Fleet Hazard Log and participate in accident/incident investigations as directed by the RSAF.
Job accountabilities also include supporting Typhoon Specialists within the TSC in the review and evaluation of system safety and Quality related failures.
