NGHC EHS Lead - Power Elements
Job Description and Qualifications
POSITION SUMMARY
This is a Staff position, based at the NEOM Green Hydrogen Project Site location providing EHS oversight at all Power Elements work locations.
The incumbent will manage the execution of the Company EHS program throughout the construction and commissioning phases of the Power Elements scope. This position will report directly to the EHSS Manager and provide operational EHS support to the Wind, Solar and HV Network Project Leads.
The incumbent shall be required to demonstrate competence and experience in Civil and Electrical BoP works on Renewable power plants, Mechanical and Electrical works for Wind Turbines and/or PV Solar components & infrastructure delivery, installation commissioning, high voltage electrical installations and possess sound knowledge in managing EHS management systems in the Renewable Power and/or industrial sector. The incumbent shall provide EHS oversight to the Power Elements Contractor to support compliance assurance during the construction of the Wind Farm, Solar Site and Transmission Corridors.
NATURE AND SCOPE
Description: NEOM Green Hydrogen Project consists of 3 elements: Power Elements (PE), Green Hydrogen (GHE), and Hydrogen Innovation & Development Centre (HIDC).
Project Location: Northwest of Saudi Arabia, approx. 120km from Tabuk city.
PRINCIPAL ACCOUNTABILITIES
This position is accountable for the following:
Providing Company EHS oversight of the Power Elements and transmission scope of works (Wind Turbines, Solar Farm and Transmission Corridors) during site construction, installation, commissioning and start-up phases
Ability to work collaboratively with Project EHS teams and respective Project Leads to facilitate the implementation of Company EHS systems, procedures and processes
Monitoring adherence and compliance of the Contractors and Subcontractors with the site regulations, procedures, plans, requirements, etc. set forth ward within the contract and owner requirements
Close Monitoring and support of Contractor and Subcontractor on potentially hazard activities (e.g. deep excavations, blasting, mass movements, reinforcements, scaffolding, concreting works, heavy load transportation, Cranes and Lifting operations, working at height activities, falling objects, MV & HV electrical works, work in remote locations, etc.) and the implementation of all mitigation plans, requirements, tools, equipment’s, etc.
Close Monitoring and support of Contractor and Subcontractor in all the environmental impacts associated with the construction, operation and commissioning of the renewable energy facilities activities may include, among other impacts on physical environment and biodiversity and their compliance set forth ward on the EHS management plan and
Participation in HAZOP and HAZID workshops related to civil and electrical construction, power elements delivery, installation, commissioning and start-up
Contribute to the development, review and constant update of Company EHS policies and procedures
Company focal point for road freight movement and permitting on Power Elements scope
Oversight of Contractor implementation of Land Transportation Strategy and IVMS system
Company interface point of contact for EHS issues between NEOM and Contractor on the Power Elements scope
Oversight of Contractor camp construction and Contractors subsequent management of Camp facilities in accordance with established requirements
Periodic inspection and auditing of Contractor construction sites, offices, accommodation camps, storage yards, warehouses, facilities, etc.
Represent Company as required during internal and external audits and ensure that improvement plans are implemented, and compliance is achieved
Identify training and competence requirements to facilitate safe work outcomes and support Contractor training/EHS Induction program relative to areas of expertise
Monitor and audit that all contractors and subcontractors’ machinery, equipment, tools, PPE etc. are certified and registered and all personnel and contractors teams and suppliers maintain certifications records and maintenance plans updated.
Escalate, report and follow up on incident/issues as per Company reporting framework. Track and update of the NGHC and project specific EHS metrics and indexes are maintained. Participate in Contractor investigations and RCA’s as required
Responsible for ensuring all project related EHS risks on the Power Elements scope are recorded on the Company Risk Register
Responsible for managing small team of direct reports
Attend and participate in Contractor and Subcontractor toolbox talks and daily site coordination meetings as necessary
Demonstrate strong leadership commitment throughout the project
Play an active role on the EHS Leadership Team
Review and comment on Contractor and subcontractor EHS Plans, Procedures, Method Statements, Risk Assessments, Work Instructions, etc.
Represent NEOM Green Hydrogen Company in meetings with NEOM, Contractor, sub-EPC’s and other stakeholders as required
Promote a positive team EHS culture across the Company and Contractor construction teams
Maintain effective record management in relation to EHS activities
Active participation in EHS promotional events, competitions, established programs
Foster a positive working relationship with Contractor, Subcontractor and NEOM personnel
المهارات
MINIMUM REQUIREMENTS AND QUALIFICATIONS
Bachelor’s Degree in Engineering, preferably electrical or civil and/or qualified with power plants site construction, MV & HV infrastructure
20+ years relative industry experience with 10+ years relative work experience in renewable power (Wind, PV, CSP, etc.) construction, installation and commissioning, high voltage overhead transmission line installation and substation construction and 10+ years relative experience on international Mega Projects in an EHS Leadership role as a minimum requirement.
Demonstrate EHS certification (CSP, ASP, NEBOSH, etc.) and additional EHS renewable energy certifications or trainings would be desirable (GWO, First Aid, Working at heights, Rescue Training, Fire awareness, etc.)
Practical experience in developing and implementing safety processes and initiatives
Experience managing and/or providing EHS oversight to work groups in remote locations
Knowledge of Permits to Work, MV & HV safety Procedures and LOTO systems
Knowledge and understanding of relevant EHS legislation, policies and procedures
Knowledge of working at heights requirements and implementation of fall protection systems
Previous experience in civil construction, structural steel erection and crane lifts
Previous working experience in the Middle East with multi-national workforces
Ability to integrate in multicultural and interdisciplinary teams, and comfortable being stationed in remote site locations
Proficient in Microsoft Office software (Word, Excel, PowerPoint, Teams)
Excellent English communication skills – verbal and written
Strong people management skills
Leadership skills with the ability to influence decision making
Willingness to travel and be based in remote location
Advantages:
