Contract Duration / Location:
12 month contract – immediate start
Mesaieed and Ras Laffan Industrial Cities.
Job Objectives:
Management of competency and capability process validation and verification project(s) within Milaha Business Unit(s).
Implement the competency and capability assurance program (Training, Qualification, Verification of Competence) for high-risk tradecraft which falls under remit of HSSEQ as defined by client regulations and standards.
Assess and assure the site management maintains compliance against regulatory and contractual obligations pertaining to competency and capability requisites for high-risk tradecraft.
Manage the development of industry training packages in alignment with internationally accredited qualifications, ensuring in-house training meets competency and capability assessment frameworks.
Manage training qualification process via inhouse accreditation or through third-party training and certification providers.
Establish and implement MoU with third-party training and certification provider to allow recognition of prior learning and current competency, providing an expediated independent assessment and certification of competency.
Principal Accountabilities:
Provide direction to site management in response to any identified regulatory and contractual obligations pertaining to competency and capability requites for high-risk tradecraft in accordance with key client requites (e.g. Qatar Petroleum, Qatar Gas, Qatar Steel etc).
Participate in setting the overall competency and capability training strategy for high-risk tradecraft and responsible for directing managers to assure complete implementation and compliance within their site(s).
Coach and mentor site management and supervisors to understand and implement competency and capability training needs analysis and delivery criteria in accordance with Milaha HSSEQ Management Systems (e.g. HSSEQ Competency Management Procedure).
Review of compliance methodologies and measurement tools (e.g. eagle-eye) to ensure data integrity is evident. Providing direction to management representatives holding assigned responsibility for the operational quality assurance of the systems so as to assure that fit-for-purpose operational parameters are determined and in place.
Guide persons holding assigned responsibility for development of training material, delivery of training in high-risk activities and field-based verification of competency etc so as to assure fit-for-purpose criteria are established and align with agreed industry standards and accrediting bodies competency assessments.
Map prevailing Industry Standards for high risk activities (e.g. Lifting & Rigging, Crane operations, Forklift operations, Working at Height etc) to a competency and capability framework comprising of Packaging Rules, Units of Competency and Performance Criteria elements for required training courses.
Lead project to obtain a Memorandum of Understanding with third-party training and certification provider to allow recognition of prior learning and current competency, providing an expediated independent assessment and certification of competency.
Assure that Subject Matter Expert’s (high-risk tradecraft) internal training is meeting or exceeding agreed MoU principles such as ‘ISO/IEC 17024 Conformity Assessment – General requirements for bodies operating certification of persons’, Industry Standards and accrediting bodies competency assessments.
Liaise with client accepted LE personnel training and certification providers (QLTP) to facilitate required training, provide quality assurance measures as required and formalise third party course reports and certifications.
Providing high level technical expertise input to managers and supervisors where required
Decision Making Authority:
Autonomous authority to determine competency and capability framework comprising of Packaging Rules, Units of Competency and Performance Criteria elements for required training courses and provide quality assurance measures deemed appropriate to ensure compliance with Milaha HSSEQ Management Systems (e.g. HSSEQ Competence Management Procedure).
May undertake whatever corrective action they feel reasonable at a given point in time to mitigate risk to people, environment or property.
Context / Specialist Features / Challenges:
A major challenge of this position is the assisting of developing a safety culture in a multinational environment where perceptions of safety and risk vary considerably.

Requisite:
3-year Full Time Degree (Associated Degree) from a recognised institution.
Training and Assessment qualification at Level 4 or higher e.g. Training and Assessing (Australia), Training Assessment and Quality Assurance (UK), including Language, Literature and Numeracy modules (or equivalent).
Additional:
Qualified in variety of high-risk tradecraft such as Lifting & Rigging, Crane operations, Forklift operations, Working at Height etc.
Professional Experience:
Minimum 10 Years demonstratable experience in the training and certification profession of which 5 years in heavy industry (e.g. Oil & Gas, Marine, Mine, Port, Power Generation, Manufacturing) or in an Industrial City Environment.
5 years Learning & Development experience, preferable with a registered training organisation providing vocational educational training.
Demonstrated expertise of understanding of adult learning principles and the ability to apply them to design methodologies.
