Contract Duration / Location:
12 month contract – immediate start
Mesaieed and Ras Laffan Industrial Cities.
Job Objectives:
Ensure that Business Unit operational risk profile is reduced to as low as reasonably practicable in regards to employee competency and capability by providing ongoing technical training in areas of identified as high-risk tradecraft, which falls under remit of HSSEQ as defined by client regulations e.g. Lifting & Rigging, Crane operations, Forklift operations, Working at Height etc.
Be the primary focal point (subject matter expert) participating in the development of industry training packages, ensuring in-house training meets competency and capability assessment frameworks as defined by relevant industry standards and accrediting bodies’ competency assessments.
Manage the delivery of competency and capability assurance program (Training and Verification of Competence) for high-risk tradecraft so as to achieve course participant evaluation results in the >90% range.
Principal Accountabilities:
Development of industry training packages ensuring in-house training meets competency and capability assessment frameworks as defined by agreed industry standards and accrediting bodies’ competency assessments.
Appraisal of course participants and determine compliance with pre-requisite criteria’s in accordance with key client’s requirements (e.g. Qatar Petroleum, Qatar Gas, Qatar Steel etc).
Manage the provision of high-quality training to high-risk operators and supervisory staff, targeting course participant evaluation results in the >90% range.
Determine and develop ongoing high-risk competency verification processes and ensure full implementation and compliance within the Milaha and third-party contractor operational workforce.
Provide subject matter expertise for operational activity where risks are identified resulting in potential for stoppages, delays, injury, or damage.
Provide adequate training reports of course participant evaluation to allow operational managers to act on any areas noted for improvement or consequence management where candidates are deemed unsuitable for engagement in high-risk tradecraft.
Maintain frequent and collaborative technical relationships with the operational teams to ensure that the training delivered is current, accurate and validated.
Decision Making Authority:
Autonomous authority to determine competency and capability skill of trainees to ensure compliance with Milaha HSSEQ Management Systems (e.g. HSSEQ Competence and Capability Procedure).
Authority to decline training candidate nominations received from management based on absence of agreed pre-requisites.
May undertake whatever corrective action they feel reasonable at a given point in time to mitigate risk to people, environment or property.
Context / Specialist Features / Challenges:
A major challenge of this position is the assisting of developing a safety culture in a multinational environment where perceptions of safety and risk vary considerably.

Requisite:
Hold a 3-year Degree / 2-year Diploma in engineering from an internationally recognised institution.
Fully conversant with Lifting Operations and Lifting Equipment Regulations (UK) and BS 7121 (UK) Code of Practice for the safe use of cranes as specified by client regulations.
Certified by LEEA, part-1 and any other part.
Advanced Rigger competency qualification e.g. NVQ 3 / 4 (UK), Cert IV (Australia) or OPITO
Stage 4 or equivalent
Training and Assessment qualification at Level 4 or higher e.g. Training and Assessing (Australia), Training Assessment and Quality Assurance (UK), including Language, Literature and Numeracy modules or equivalent.
Three (3) years learning & development experience related to LE, preferable with a registered training organisation providing vocational educational training.
Preferred:
HSE qualification to a Level 4 as a minimum from an internationally recognised institution.
Significant experience and demonstratable success with an internationally recognised business leader within heavy industry (e.g. Oil & Gas, Marine, Mine, Port, Power Generation, Manufacturing) as a Subject Matter Expert coaching and mentoring a workforce in a multinational environment where perceptions of safety and risk vary considerably.
Degree holder shall have a minimum of five (5) years’ experience in any engineering failed (preferably Lifting Equipment) of which three (3) years has been spent in inspection and certification of LE.
Diploma holders shall have a minimum of eight (8) years’ experience in any engineering failed (preferably Lifting Equipment) of which three (3) years has been spent in inspection and certification of LE.
