About Us:
The Gas Exporting Countries Forum [“GECF”] is an international governmental organization with its registered Headquarters in Doha set with the objective to increase the level of coordination and strengthen the collaboration among Member countries and its work is related to natural gas and energy sector. The Gas Exporting Countries Forum (GECF) Member Countries are the world’s leading gas producers.
Role:
Under minimal supervision, performs complex HR duties for the GECF Secretariat. Coordinates staff recruitment cycle and staff development plans. Independently handles HR activities including HR files, HR database updating, recruitment, annual assessments for staff, on boarding and separation of staff and HR rules & regulations.
Principal Responsibilities:
1. Develops, recommends and implements HR strategies and policies in support of the Forum’s objectives;
2. Monitors the implementation of HR policies and procedures;
3. Advises the partnership on a wide variety of personnel and human resource issues;
4. Develops procedures to determine and benchmark required staffing levels;
5. Performs attracting and recruitment activities;
6. Designs and implements a structured and sophisticated Recruitment Process designed to ensure effective recruitment of high quality recruits and to minimize recruitment errors and wastage;
7. Contributes to the recruitment of the required staff to work at the GECF secretariat, including arrangement and distribution of noticing of vacancies and advertisement; collection and screening of the application documents for technical and operational posts; co-ordination of interviews and candidates’ assessments;
8. Facilitates on-boarding and induction activities;
9. Supervises the maintenance of employee records;
10. Contributes to the process of the Forum’s staff appraisal;
11. Co-ordinates the annual performance appraisal program for the Secretariat’s professional and senior professional staff, and performs all necessary staff work for the Personnel Committee; evaluates and discusses career aspirations with high potential staff members and keeps up-to-date inventory of staff ready for promotion and transfer;
12. Deals with promotion issues;
13. Contributes to the process of the Forum’s annual salary review in accordance with the GECF statute;
14. Perform exit interviews;
15. Follows up the GECF Secretariat staff’s HR issues, including:
a) Records and analyzes human resources information;
b) Co-ordinates employees on-boarding and separation; probationary periods administration;
c) Co-ordinates HR services delivery and timely provision of related information on benefits and allowances; attendance and leaves; contracts administration and other HR systems to both management and employees;
d) Ensures that all administrative formalities as relates to residence and work of the employees and their dependents in Qatar are timely completed;

Requirements:
Education: B.A. in Human Resources Management/ Business Administration;
Experience: Minimum 6 years of experience in related field.
Language: Must possess excellent oral, written, and grammar English skills.
Skills, Knowledge & Personal traits:
· Proficient with MS Office; familiarity with HR software and tools is a plus.
· Critical Thinking & Problem Solving - Identifies the problem and finds solution to moderately complex problems. Utilizes knowledge, experience & available resources to find solutions. Makes recommendations for solutions.
· Outstanding time management, organizational and multi-tasking skills with ability to perform under pressure.
· Commitment to work quality and strong attention to details.
· Communication Effectiveness- Communicates & interprets policies & procedures. Writes & presents reports. Shares the information in a clear & concise manner. Formally transfer administrative knowledge to others.

Salary & Benefits Information:
· Basic salary: USD 5,000 (Net monthly) plus allowances and benefits in accordance with provisions of Staff Regulations: • Housing Allowance
