The primary purpose of this job is to ensure that QHSSE standards on assigned offshore vessels are monitored, maintained and improved.
• This will also include training, mentoring and assisting the vessel’s management and crew in meeting company and industry standards, as well as regulatory and customer requirements.
• The incumbent will carry out internal audits, arrange external audits, carryout crew appraisals, and shall ensure continuous improvement in vessel condition and compliance.
• He / She will contribute in developing management systems, strengthening the Safety Culture and improving crew competencies.
10 years offshore experience, working on PSV, DSV and AHTV. Working knowledge of SOLAS, STCW, MARPOL, PSC and Flag/Class states.

Key Roles & Responsibilities
• Carry out vessel visits, sailing for approximately one week on each vessel per month or as required by clients, operations or internal issues.
• To monitor effectiveness and ensure compliance where appropriate with the Company procedures and Policies in accordance with the requirements of the ISM Code • To monitor the implementation of Company’s Safety, Environmental, Drug and Alcohol Policy. • To assist in the investigation of incidents and follow up for effective corrective and preventive actions. • Conduct emergency drills / trainings for assigned vessels. Review results with Master/ Safety officer and compile reports for Management, proposing amendments to training schedules to meet specific needs. • Conduct Safety, Health and Hygiene inspections with the Shipboard Safety officer and compile vessel condition reports. • Carry out Internal ISM, ISPS, MLC and Navigational/ Sailing audits. • Promote all QHSSE initiatives of the company and clients, including the Stop Card program, or any other safety programmes. • Assist crew members to familiarize themselves with current, imminent and future changes to marine regulations/ statutes, and ensure smooth transition to newly implemented policies, processes and procedures. • Mentor the crew on an ongoing basis for compliance with the Safety Management System. • Promote a pro-active approach to safety, with reference to reporting and exploring new initiatives to achieve a strong safety culture. • Identify ‘Good Practices’ and ‘Opportunities for improvement’ for promulgation across the fleet. • Liaison with client HSE onboard representatives to promote HSE Initiatives. • Carry out continuous assessments of personnel, with reference to ship handling appraisals, DP operation and shipboard operations. • Coach personnel of local shore bases with respect to SMS, marine regulations, practices and address their training needs. • Perform QHSSE related task delegated by the QHSSE Manager. • Participate in Accident investigations by Clients. • Aid in Accident Analysis & STOP data analysis • Aid the preparation of Monthly Reports, Annual Safety Programmes, Management Reviews and QHSSE Statistical data for Client and Company requirements. • Play an active part in Tender review and Contract implementation by specifying, monitoring and verifying all QHSSE related matters.
