Job Objective
Ensure that all company owned and managed vessels in the harbour fleet are operated in a safe, efficient, economical manner and in full compliance with Class, Statutory regulations and QP/Charterer’s contract.

• To ensure Company owned and managed vessels are operated in a safe, efficient and economical manner and in full compliance with Class and Statutory Regulations.
• To liaise with Harbour Master and QHSSE Officer with reference to Certification, Safety Equipment and Loose Lifting Gear etc.
• To liaise with Vessel Masters and Chief Engineers as required and provide technical advice and assistance when necessary, ensuring the timely correction of all Electrical/ Mechanical defects reported on the vessels under his charge.
• To monitor crew compliance with STCW ’95, MLC 2006 and other training requirements.
• To attend the vessels regularly and ensure that vessels continue to meet the standards and criteria required by Clients (QP/ others). Follow up and rectify the deficiencies from client inspections, FSI Inspection and Port state inspections.
• To liaise with the marine coordinator to ensure timely delivery of supplies, and that purchase requisitions are being tracked and expidited in a timely manner. Bringing to the attention of the Marine Manager any items which have the potential to disrupt operations.
• To maintain the classification status of the vessels under his charge and to ensure that all the surveys are carried out in due time.
• To ensure that all the engineering reports (daily reports and month end reports etc) from the vessels under his charge are received on time, reviewed and actioned as required.
• To ensure Marine KPIs are met and Port Marine craft availability in not affected by the planned maintenances.
• Carry out appraisals of Chief Engineers and all engine crew on board respective vessels at end of their contract.
• Assist Fleet Manager in monitoring and reporting the departmental KPI’s on monthly basis.
• Monitor the classification status of the vessels and report upcoming surveys to Fleet Manager.
• To develop, maintain and update the Planned Maintenance schedule for all vessels including external firefighting and oil pollution equipment is being operated and reported in the manner prescribed in the QHSSE system and is in compliance with the ISM Code (voluntary) and MLC 2006.
• Track the PMS completion on “Shipnet FLEET” and issue overdue PMS reports for the different vessels to Fleet Manager.
• Review various jobs in “Shipnet FLEET” and advise changes as appropriate based on manufacturers instructions/ condition based maintenance.
• Vetting and assessing the requirements from the vessels’ Chief Engineers.
• Track docking schedule of all harbour fleet vessels and notify his manager on upcoming dockings.
• Ensure that all vessels are regularly inspected and to monitor compliance with the inspection schedule and subsequent reporting.
• Maintain upto date equipment lists and documentation (manuals etc) for all harbour fleet vessels.
• To ensure that vessels carry the required publications, procedures, operational manuals and other documentation required by Flag State and other regulatory bodies and that these are updated as required.
• To prepare comprehensive dry-dock specifications, tendering of dry-docking and management/ supervision during dry-docking repairs for vessels under his charge.
• To provide written reports as required, detailing in service repairs, dry-docking repairs and surveys, including costs incurred during such activities.
• Coordinate all repair squads including sub-contractors.
• Controlling and checking of spares and stores including their costing.
• To manage bunker and lubricant requirements of all vessels.
• To monitor and produce utilization / availability / fuel usage reports for each vessel.
• To maintain the upto date records of vessel information, repairs and services both electronically manually.
• To have monthly meeting with Fleet Manager and review all vessel defects, Inspection, Ship net, TBA, MOC, PMS Work orders, VRN etc.
• To act as shore based support superintendent for machinery malfunction response.
• To ensure that all mandatory procedures i.e. Tool Box Talks, Risk Assessments, Permits to Work, Hot Work Permits, etc. are used effectively and filed for audit purposes.
• Any other duties assigned by the Fleet Manager and carry out additional duties as may from time to time be required.
• Follow specified systems, processes and procedures, implemented in the workplace, to ensure compliance with legal, regulatory, and other requirements/standards.
• To participate in Classification Society surveys and ensure rectification of any Class and statutory non conformances.
• Work safely at all times, protecting the health and safety of everyone in the workplace.
Minimum requirements
Engineering Diploma or Degree.
- Class I marine engineer certificate
Must have experience at Supervisory level in the offshore or Harbour support services for minimum three years.
- Must have prior experience as Assistant Technical Superintendent or Assistant Port Engineer offshore or harbour Support Company.
Qatar or GCC experience preferred
Should be well versed with MS office as computer based Ship management system.
Fluent in English, Arabic is desirable.
Exposure to best practices in marine port operations
