Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI is starting operations in Libya with a health intervention in Benghazi to improve access to quality healthcare for individuals affected by the ongoing conflict in Benghazi and its surroundings. The Mission is currently organised with a Coordination Office in Tunis with overall authority for the mission under the Head of Mission. The Operations Office in Benghazi is overseen by a Deputy Head of Mission. Regular monitoring visits by the Coordination Office to the field office(s) in Libya will take place until Coordination can be based in Libya.

Overall purpose
Work closely with the Program Manager/Officer and the medical staff
Responsibilities and scope of duties
The Information Management Officer is responsible for
• Compiling and reporting high quality project data in a timely manner
• Supporting the Project Manager and staff to learn from and improve implementation of the project through ongoing analysis and feedback
• Participating in assessment, monitoring, and evaluation of health activities
Specific goals and related activities
1. DATA COMPILATION AND REPORTING
• Compilation of all project data in dedicated files according to the required format for each activity in an accurate and timely manner.
• Advise staff doing data collection on the importance of data compilation and reporting
• Work closely with project staff to ensure timely, quality data collection and reporting
• Alert the PM/PO when there is a discrepancy or issue with the data that needs to be addressed by project teams
• Ensure all reporting is completed at a high standard with registration attendant, medical staff and PM – assist the project staff with any mechanisms for data collection, and ensure understanding by the team to streamline processes and avoid duplication of data collection or reporting
• Serve as the PUI focal point for the national Early Warning, Alert, and Response System (EWARS) in collaboration with the Ministry of Health and WHO.
• Submit all summaries, reports, and data updates to the Project Manager in a timely manner
2. QUALITY ASSURANCE AND PROJECT MONITORING
• Ensure the follow up of the project indicators and work plan / detailed implementation plan using the Project Monitoring Tool – alert the PM if there is any issue
• Ensure the completion of the PMT with the PM/PA on a monthly or bi-weekly basis
• Ensure the filing and completion of all sources of verification as mentioned in the PMT
• Ensure the appropriate use and follow up of the sources of verification for project quality
• Ensure the monitoring and evaluation plan and tools cover all required indicators for monitoring the achievement and implementation of the projects; follow-up on the implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Plan with the Project Manager
• Assist the PM to complete the MEAL plan for any new projects, ensuring understanding of the plan to roll out to team members
3. ACCOUNTABILITY AND LEARNING
• Participate in the roll out and follow up of accountability standards and processes
• Manage the Complaint Response Mechanism (CRM) database
• Ensure follow-up of all pending CRM cases according to Accountability System SOPs and escalation procedures
• Provide continuous feedback and support to the PM and project staff for learning from ongoing implementation to improve performance and quality
4. ASSESSMENT AND EVALUATION
• Participate in the design of all assessment grids
• Participate in the design of all program evaluation grids
• Participate in the training of assessment and evaluation teams
• Compile and analyse the data collected in assessments and evaluations
• Assist the PM to produce reports on assessments and evaluations
5. OTHER RESPONSIBILITIES
• Participate in weekly program meetings with PM and teams
• Participate in monthly program meetings with PM / DHoM and teams
• Is aware of the security rules and social and political situation in the field at any time and provide feedback to the health program manager
Required Knowledge and Skills:
EDUCATION AND TRAINING:
Required:
Bachelor‘s degree (IT, statistics, or other relevant specialisation)
Desirable:
Training in Project Cycle management, M&E;, etc.
Training in community or public health
PROFESSIONAL EXPERIENCE (Technical/Humanitarian):
Desirable:
Experience in data management
Experience in community or public health
Experience designing databases, assessments, etc.
Experience in NGOs
KNOWLEDGE AND SKILLS
Required:
Excellent communication and analytical skills

Strong IT skills, including excel
Knowledge of project management

Experience with HMIS, EWARS, or other health information management
Understanding of the Libyan medical system
