Project title: Technical Assistance to Support Promotion of Social Dialogue in Lebanon
Brief description: The overall objective of the project is to contribute to enhance the capacity of the Government of Lebanon and the Lebanese Social Partners and Civil Society to be promoters of social dialogue in order to strengthen social protection and improve and enforce labour legislation.
The purpose of the project is to increase the capacities of the MoL and Tripartite Social Partners to be promoters of Social Dialogue.
Results to be achieved:
Result 1: Operational and legal framework for social dialogue developed
Result 2: Institutional and technical capacity of the Ministry of Labour and its tripartite social partners reinforced to promote social dialogue
Result 3: Tripartite social dialogue and collective bargaining promoted at national level
Commencement date of the project: second quarter of 2015
Duration of the assignment: min. 260 working days over 24 months
Requirements:
Qualifications and skills:
- At least Master degree in Public Administration, Communication Economics, Social Sciences, Human Resources Management, Sociology, or equivalent
- Excellent written and oral communication skills in English and Arabic. Knowledge of French is an asset
- Excellent communication skills
General Professional Experience:
- At least 10 years of relevant experience working in relevant contexts, in particular on the design and implementation of training programmes, preferably in the area of social dialogue, social protection reform issues, public administration reform and/or social public policies
- Knowledge of overseas development assistance policies of major development partners, the European Union in particular
Specific Professional Experience:
- Minimum 5 years of experience in advisory and training needs assessment, design, management, monitoring and implementing functions in scope and activities related to those required in the ToR
- Minimum 2 years’ experience in designing and delivering institutional training in the area of social dialogue namely in relation to coaching and mentoring staff, particularly with senior level managers
- Familiarity in preparing and conducting information activities (seminars, forum, conferences ... etc.)
