Project title: Technical Assistance to the Administrative Simplification in Selected Ministries in Lebanon (Ministries of Social Affairs, Tourism, Public Health and Industry)
Brief description: The overall objective of this project is to contribute to public administration reform in the Republic of Lebanon through improving quality and accessibility of public services.
The project purpose is to improve the responsiveness of the administration to the demands of the general public and business community by Simplifying/Re-engineering Administrative Procedures and business processes making maximum use of Information and Communications Technology (ICT) in four ministries: Ministry of Social Affairs, Ministry of Tourism, Ministry of Public Health and Ministry of Industry. Simplified/Re-engineered Administrative Procedures will allow the administration to operate in a transparent, efficient, cost effective, and timely manner and reduce administrative burdens on citizens and businesses.
Expected results:
Legislation and corresponding Regulatory Processes and Administrative Procedures are reviewed and diagnosed in view of their simplification, ease of control, and predictable outcomes;
Recommendations in terms of legislation, decisions to be taken, and re-engineering of ICT processes to simplify/re-engineer regulatory processes and administrative procedures are produced;
Strategy and action plan are developed to streamline and simplify/re-engineer the existing business procedures, promoting the use of ICT;
Methodology, guidelines, manuals, templates and toolkits for business process re-engineering are developed;
Action plan is implemented.
Commencement date of the project: July 2014
Duration of the assignment: min 340 work days over 24 months
Requirements:
Qualifications and skills
- University degree in public administration, law, business administration or an equivalent university degree
- Good understanding of Administrative Simplification/Business Process Re-engineering
- Sound knowledge in sector-level impact assessment
- Good understanding of better and smart regulation concepts
- Good understanding of legal issues and different drafting traditions
- Fully conversant with usual computer office software
- Excellent written and verbal skills in English and Arabic
General professional experience:
- At least of 10 years post graduate experience
- At least 3 years of professional experience in the area relevant to the assignment
- Experience of working in third countries; experience with MEDA/ENPI programmes would be an asset
Specific professional experience:
- At least 5 years of direct experience in legal and procedural issues as well as regulatory impact assessment
- A least of 2 years’ experience measuring Administrative Burdens using the Standard Cost Model (SCM)
- Minimum of 2 years’ experience in organizational re-engineering
- Knowledge of Public Administration and related legislation
- Experience developing Administrative Operations Manuals
