Job Overview:

Liaise with Area Senior Management, Project Management, Operations / Offshore Management / QA & HSES & Accounting & Legal & Contracts & Procurement managers, Subcontractors and Vendors

Key Tasks and Responsibilities:

Principal Tasks:
Develop, implement and maintain Level 2 and 3 subcontracting procedures needed to provide appropriate controls over the manner in which area subcontracting activities are performed.
Control the number and types of personnel performing subcontracts related activities in the area and allocate resources to Projects so that a responsive, capable and cost effective organization is maintained.
Define, manage and accomplish both short-term and longer term objectives that enhance area subcontracting capabilities.
Forecast future area subcontracting requirements so as to be prepared to effectively support upcoming needs.
Review and approve all proposed subcontract awards for compliance with project and corporate requirements and to ensure appropriate value is received for monies expended.
Review and participate in the resolution of major claims and disputes.
Participate in company business development activities by presenting the company’s subcontracting capabilities to clients.
Lead efforts to prepare subcontracts input for proposals; i.e., man-hour estimates, subcontracting write-ups, subcontract work pricing, etc.
Stays appropriately involved in subcontract change management activity to ensure adequate protection of the company against potential subcontractor claims.
Establishing Subcontract department goals and manage the implementation of these goals.
Pre-qualify new Subcontract companies to increase level of competition and improve levels of safety, quality, performance and price.
Responsible for compliance with Global Procedures and Policies.
Secondary Tasks:
Conduct employee performance appraisals ensuring that the most productive employees are appropriately recognized and that the areas in which each employee needs to improve are properly addressed.
Interface with other managers in the company, the clients’ organizations, subcontractors’ organizations, and industry peers as appropriate to provide and receive information relative to the company’s subcontracting functions.
Provide counsel and direction related to employees’ work assignments to enhance group’s overall effectiveness.
Provide guidance on subcontract management matters to area personnel.
Essential Qualifications and Education:

A minimum of 15 years prior engineering and construction industry work experience.
8 to 10 years prior commercial / contractual management experience including subcontracts management experience
Bachelor’s degree in a construction, engineering or business related field, or the equivalent experience.
Ability to accomplish established objectives within a diverse corporate environment.
Prior project management and project controls experience.
Broad knowledge of contracting strategies, principles and procedures.
Familiarity with engineering and construction practices related to contract development and administration.
Ability to manage multiple projects and priorities.
Must be willing to make tough decisions.
Ability to communicate effectively in writing and orally in a business environment.
