Role
The prime function and basic objective of this position is to provide high level oversight for the development and continuous improvement of program and project management offices. The function of the program manager is separate and distinct from the function of the project manager, however in some cases the same individual will serve in both capacities. Program manager manages multiple projects and sometimes multiple programs while a project manager manages the teams responsible for fulfilling the project and achieving its deliverables.
Duties And Responsibilities
The Program Manager will ensure the Program Management requirements are met and they will interact with each project manager to provide support and guidance on individual projects, including:
Conveying the important relationship of each project to the overall program and organizational performance objectives
Working to ensure that the overall program structure and program management processes enable the program and its component teams to successfully complete their work and to integrate the components’ deliverables into the program’s end products, services, results, and benefits
Working to ensure that projects are organized and executed in a consistent manner and fulfilled within established standards
Resolving resource constraints and / or conflicts that affect multiple projects within a program
Aligning organizational / strategic direction that affects project and program goals and objectives; and
Resolving issues and change management within a shared governance structure

Education Professional Certifications
Bachelor’s degree; Engineering, Construction Management, Advance degree preferred
PMP Required
Experience
Years of Experience: 10+
Description of Professional Experience: 10+ years of project management experience for engineering and construction projects including knowledge of construction methods, practices, procedures and contracts. Gas, Electrical and Steam Utility experience preferred
Technical Skills
Proficiency in software especially in Oracle Primavera P6, Oracle Unifier, software Estimating, Oracle BI, Oracle EBS and MS Office Suite.
Strong understanding of electric and gas utility business.
