Duties and Responsibilities:
Support TRA Departments to generate and negotiate new income sources for the Traffic and Roads Agency and RTA.
Support, review and take necessary actions on Investment & business development strategies and plans related to Traffic & Roads Agency commercial and investments activities, liaising with Commercial & Investment Department as and when required.
Develop Business plan for the Agency in co-ordination with TRA Departments and Commercial & Investment Department.
Develop excellent business relationships with current and potential investors and partnership with public and private sectors to grow revenues, according to RTA’s policies & procedures.
Effective utilization of TRA / RTA assets.
Support TRA to develop and update the work process, procedures, methodology and forms for tender documentation, appointing & qualifying consultants and contractors for RTA’s project.
Prepare Agency commercial tender plan in co-ordination with respective Departments and ensure Departments follow the implementation plan.
Review technical & commercial specification and tender documentation for selected contracts concerning investment and rental of RTA’s Assets.
Analyse and follow up the implementation and results of investment opportunities, research, and studies.
Direct and analyse statistical data and reports to identify causes of commercial issues and develop recommendations and improvement solutions.
Manage the Investment Office team budget, monitor implementation, evaluate and recommend specific adjustments during the implementation to satisfy project needs.
Approve and manage the annual Investment plan, KPIs and provide periodical reports, and updates as necessary.
Improve the Investment Office management system, and submit team and personal individual performance plans and business objectives on a timely manner and as required.
Analyse new investment opportunities, complete feasibility studies, budgets and potential markets forecast, and financial models.
Develop and deliver periodical progress reports and presentations, showing business performance, progress, with improvement proposals.
Provide continued support to other Agency management on all matters to achieve successful implementation of Agency Business plan.
Establish, implement, maintain and continually improve the Agency Asset Management System in line with corporate requirements.
Establish and allocate Investment office roles, responsibilities and authorities consistent with applicable policy, strategy and plans.
Undertake annual review of the entire investment office and identify, evaluate and implement opportunities for improvement.
Communicate with all employees and relevant contractors the importance of complying with the requirements of the Agency investment plans in order to achieve RTA’s and Agency’s strategic plan
Perform other related duties and responsibilities associated with the position.

Qualifications:
Bachelor degree in Business Administration from a recognized university.
7 years of relevant working experience.
Depth understanding of organizational planning, financial management, staff management and project management;
Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
Computer-literate performer with extensive software proficiency covering wide variety of applications.
Exceptional listener and communicator who effectively conveys information verbally and in writing.
Extensive network of contacts with investors and the real estate market.
Resourceful team player who excels at building trusting relationships with customers and colleagues.
