General Manager HSE Systems & Process

Job Description and Requirements
Job Summary

This position shall focus on the control aspect of the HSE & Process Safety policies and systems for all projects globally, by leading its development, updating, overseeing and monitoring implementation, auditing, and global reporting. The role shall develop a mechanism to ensure that the requirements set by the corporate for HSE & Process Safety Management Systems are fully integrated across the project lifecycle, Where HSSE accountability remains fully under each of the sites leadership team.

To lead the development and upkeep of the HSE & Process Safety Management Systems which provides ACWA POWER Portfolio a recognition and accreditation towards International standards like ISO: 14001, OSHAS18001 and ISO-900
Provide guidance and technical leadership on HSSE & Process Safety Management Systems to the Regional HSSE teams, Plant General Managers, etc.. Also provide training on HSE / Process Safety Procedures, where required
Lead and facilitate the implementation and development of all HSSE / Process Safety Initiatives
Lessons learned sharing and management
Set forth the performance standards for the corporate audit team to validate that the requirements as defined in ACWA HSSE and Process Safety Systems fully adhere
Define Minimum functional specifications from HSE and Process Safety Perspective and liaise with Business Development and Project team to ensure the functional specifications are embedded in the project / Owner Technical Specification document
Oversee / Conduct Process Safety Reviews for operational sites
Support in Operational Readiness Reviews and Design Integrity Reviews for projects under development
Oversee all process safety and integrity reviews like HAZOP, SIL, RCA, FMEA, RAM, QRA, etc. (as applicable)
Spearhead the global HSSE reporting and set performance indicators/objectives for Corporate HSSE
Act as a focal point for HR to facilitate the hiring of HSE / Process Staff across the business portfolio
Liaise with Training department to develop HSSE training requirements and monitor the implementation
Skills
Bachelor degree in Safety, Environmental or Engineering or demonstrable equivalent
Certification from a recognized HSSE institution (CSP, NEBOSH, OSHA, IOSH, IEMA, etc.)
Process safety Experience in Utilities/Energy sector
Professional membership or association with an international HSSE Institution (ASSE, IChem, IET, IEMA, etc.)
12-15 years’ experience in the area of HSSE in the Utilities / Energy sector
Thorough knowledge and understanding of local and international HSSE standards including IFC Performance Standards/Requirements
Ability to lead and motivate the multi-cultural organization
Competent in implementing Process Safety and HSE Systems
Excellent communication and interpersonal skills
Self-motivated, critical thinker, tenacious and curious
In-depth knowledge of the plant and the processes
