Job Description and Requirements
Job Summary
Develop plan, conduct feasibility studies for future implementations of ITS (Road User Charging Systems) by identifying best practices internationally, latest advancement in technology, future trends, and to identify the technical requirements for advanced ITS.
Advise the consultant in formulating, reviewing and revising the Intelligent Traffic System policy & procedures. Determine and specify the technical requirements for advanced Intelligent Traffic System, develop test plans/protocols to assure high-level performance.
Develop ITS plan by setting the numeric goals and key initiatives to achieve the objectives, based on the current and expected performance.
Manage SALIK project and perform in the capacity of a consultant: study and analyse the new proposed roads for toll systems projects, determine the necessary equipment, systems, relevant civil works, devices installation, and on-site tests for all devices before being operated.
Develop new services in SALIK system to offer more options to RTA customers in recharging their SALIK accounts by adding mobile payments, EZ payments, vouchers, new and better distribution channels, etc.
Develop plan to continuously improve the existing function and reliability of SALIK system and ensure it is secure and expandable.
Study the new proposed roads for toll systems projects and determination of all equipment, systems, devices and information signs to manage and implement the control projects for the new road, devices installation, relevant civil works, and on-site tests for all devices before being operated.
Plan and design ITS locations including Toll system implementation and ensure full compliance to approved designs and specifications.
Ensure the integration, execute toll systems projects to compliance with approved designs and specifications engineering and construction activities.
Ensure the implementation of project management for ITS projects, to be within budget, on schedule, and within specifications, and supervise staff engineers and technicians performing field and design work related to ITS projects.
Mobilize available resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Work with other managers, project engineers, and discipline leads to develop schedules, and plan for the various of the ITS.
Manage installation, testing and implementation of the traffic intelligent systems. Provide technical support and services for the traffic management systems.
Review road projects and the process owner for instructing consultants to add ITS components (variable message signs, CCTV, lane control signals and other components), and manage and coordinate with the ITS contractors during implementation of new projects.
Process owner for establishing specification for ITS components, or ITS planning projects conducted either internally or through consultants, for fibber optics designs related to ITS projects, and for approving new ITS equipment.
Review and specify the under ground services needed for ITS telecommunication networks in under design of road projects and supervise the construction for the services. Coordinate with other authorities to obtain the required NOC’s for the implementation of ITS projects.
Design, develop, manage, and maintain a centralized traffic database, and build up corporate data standards that will ensure data coding is standardized, to allow sharing and interoperability of data easily.
Plan, develop, implement, and maintain of traffic related desktop and web-based systems and applications to make the traffic data available for engineers and technicians within ITS directorate, and providing all related technical documents and user manuals.
Design, develop, and maintain the dynamic navigation systems and follow up the marketing trends.
Provide GIS support for Traffic and Roads Agency requirements by collating/replicating, processing, and storing GIS in central databases according to defined criteria, and sharing across the various departments of TRA, in a systemized and reliable manner
Manage and monitor the preventive and corrective maintenance in all ITS in-station equipment at Traffic Management, and at the Airport Tunnel SCADA Control System.
Maintain the assets database within the Enterprise Asset Management System and develop new plans to enhance the efficiency and extend the assets lifecycle.
Advise on all high level strategic meetings with external stake holders (such as CID, Police, Civil Defence…etc.) in regards to the interaction between maintenance programs of the ITS systems and their operational requirements.
Program and conduct technical trainings to the Traffic Control Centers section Engineers to enable them to efficiently operate the current and newly deployed ITS systems.
Attend and manage all Internal and External audits and Committees, Consultants, etc. for matters related to the Design, Implementation and Maintenance of ITS assets
Provide advice on the new ITS Expansion especially along the lines of Smart City, Smart Government and EXPO2020 alignment, in terms of design, development and implementation of technologies.
Establish policies and guidelines for the Traffic Control Centers section Engineers to apply technical protocols in critical areas such as change, incident and access management.
Establish interactive models for monitoring asset maintenance schemes and systematic upgrades/improvements.
Manage the monitoring and supervision of the Salik Road side maintenance activities (Preventive, Predictive, and Emergency/Corrective) carried out by the vendor in order to increase road side equipment availability and per the agreed SLA..
Manage the site inspections for SALIK road side maintenance works as and when required to ensure the required works completed in accordance with RTA Standards and review & approve the RFIs for required by the C&P;Department.
Develop analytical tools to analyze Salik Back-office and Road side System to identify the required changes/enhancements/improvements/upgrades to maintain the system efficiency and performance level.
Manage the Salik IT Activities carried out by the Contractor (Data Center Infrastructure Changes, Upgrades, and other operational issues).
Develop Salik System maintenance Processes and Policies required to conduct the required maintenance activities efficiently and as per the international best practices.
Plan, design and supervise the communication infrastructure and systems for ITS applications expansion and ITS duct infrastructure under on-going Road construction projects expansion.
Perform other responsibilities associated with this position when appropriate.
Qualifications
• Bachelor’s degree in Electronic/Telecommunications from a recognized university preferred.
• 7 years of working experience.
• Experience in data analysis, systems integration, systems testing, Project Management
• Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
