The Resident Engineer(RE) for ATMS Contract package shall be responsible to ensure that the Contractor carries out the Advanced Traffic Management System contract works as per the Contract specifications and drawings and as per latest industry standards in ATMS technologies.
The RE is responsible for the activities and efficiency of staff for the satisfactory execution of the work under their supervision. Has the responsibility to build and maintain an organization that can effectively provide the necessary supervision, testing and inspection to ensure the project is constructed according to the contract drawings, specifications and documents. The Resident Engineer should familiarize rapidly with the drawings, specifications, and amendments to effectively administer the work. Resident Engineer reports to the Project Director.
Some of the principal responsibilities of the Resident Engineer are:
Ensure the Contractor’s compliance with the Contract Documents.
Review, update, monitor and report on the Contractor’s work schedules, CPM-chart and Cash Flow Status in accordance with RTA’s EPMO and AGF standards. Monitor Contractor’s work progress as per contract mile stones and review mitigations in case of delays.
Ensure all workmanship and materials are inspected and inspections are arranged.
Coordinate the supply of vertical and horizontal controls for the Contractor.
Resident Engineer is responsible for the Contract and shall not relieve the Contractor of his responsibilities without Client’s authorization.
Ensure Coordination is achieved by the ATMS Contractor with other field system Contractors.
Ensure all file records on designated forms are maintained. These records include all reports on work force, equipment, progress, safety, testing, inspections, etc.
Review and approve the Contractor’s shop drawings, Test Procedures for FAT, SAT and Integration testing with support from ITS engineers.
Ensure all systems and equipment hardware, software testing is conducted according to the requirements in the Contract Documents and Standard Specifications.
Resident Engineer is responsible for the final materials submittals and review, which shall be forwarded to RTA ITS with recommendations for final approval.
Check and certify progress payments to the Contractor.
Check personnel, equipment and material costs for all Variation Orders and Change Orders required under the terms of the Contract.
Review requests for additional compensation and time extensions.
Prepare Change Orders for all ‘Additional’ and ‘New’ works.
Preparation of the Monthly Report.
Ensure Site Safety Monitoring wherein the monitoring activities, meetings, reviews, safety violations, rectification measures, and accident reports are included in the Monthly Progress Report.
When necessary, determine proper costs of additions or credits due to the Client and recommend appropriate action.
Inspect safety conditions and inform the Contractor of construction safety violations and follow up action to be taken.
Attend all meetings and prepare written minutes for distribution.
Review correspondence and prepare responses to Client and to Contractor as well as other stakeholders.
Ensure that the team provides all photographs before, during, and after construction necessary to provide adequate documentation of changes in installation locations for the hardware part of the works.
Approve all restoration or final clean-up work.
Review and make recommendations on Contractor’s claims.
Coordination with other Contractors, Client and Agencies.
Provide a “punch list” and final inspection.
Check and approve “as-built” drawings submitted by the Contractor and maintain a status log.
Check and approve the final quantities submitted by the Contractor.
Check and approve the final payment certificate submitted by the Contractor.
Ensure all training programs are arranged by the ATMS Contractor for Client’s staff at all levels.
Ensure contractor prepares Operations staff migration from old TMC to the new TMC.
The Resident Engineer should select competent Assistants and delegate authority to them. Should also promote training programs to increase the knowledge of the other project personnel.

The Candidate for the Resident Engineer’s position shall have as a minimum Bachelor’s degree in Electronics/ electrical Engineering. Previous experience of working on large citywide/statewide Advanced Traffic Management Systems or similar systems. Shall also have the project management experience and shall be familiar with the FIDIC contract conditions. Have a minimum 15 years of post-graduation experience. Software and hardware related certifications from Microsoft/ Cisco. Deep understanding of latest technologies in Advanced Traffic Management Systems, including hardware, software, GIS Maps, Mobile applications, Fault and Asset management systems, SDLC, Software Development processes, system Architecture, GUI display configurations, Data fusion, software integration, interface control documents, APIs, networks, operating systems, databases, applications, software testing and commissioning, etc.
The candidate must demonstrate strong communications and analytical skills and the ability to pay careful attention to details and must have the capacity to work well in groups and a willingness to understand the various roles played by construction supervision and contractor team members.
