Manpower Planning & Business Excellence Manager We are looking for a Payroll Manager to manage all Manpower costs in the P&L;including staff and subcontractor/consultant costs. The remit will span across all entities within the business and the Payroll Manager will be responsible to formulate manpower plans for effective utilisation of existing human resource capacity and develop and implement strategies that will ensure that the organisation has the required skills to meet current and future human resource needs. Key Accountabilities & Responsibilities: 
Manage all Manpower costs in the P&L;including staff and subcontractor/consultant costs
Take responsibility for labour cost and efficiency improvements of Payroll & HR Operations, HR Technology Security & Risk Management and HR Operations Planning
Partner with the business for Operating Model, Structure and Process Development & Improvement
Conduct studies to determine required headcount and skills to meet strategic objectives
Analysis of skills and competencies required for each role and analysis of turnover trends by locations and separations (full time employees, contractors & outsourced staff)
Re-engineering of processes
Build manpower models for full time employees, contractors & outsourced staff
Propose and lead significant Projects and Change Management initiatives
Build forecasting models for recruitment in alignment with the business, monitor the plan implementation and measure the efficiencies
Monitor budget, control overspending and align with business to find saving opportunities
Develop operational KPIs for the concerned department to measure and track efficiency
