General Project Manager
• Define the project implementation strategy including the scope of work, responsibilities, deliverables and milestones;
• Monitor and control overall activities of the project;
• Report to ALU top management on project performance;
• Allocate financial, administrative, logistic and human resources necessary for effective and efficient implementation of the project; and
• Manage the project key success factors such as schedule, cost and quality.
Senior Project Manager
• Transfer his/her technical and project management experience to Project Managers;
• Provide consultation to project personnel;
• Establish in conjunction with client representatives the technical specifications of materials and site works;
• Participate in the evaluation of subcontractors
• Follow-up with Permits Manager the extraction of permits necessary for work execution.
Project Manager
• Is responsible for satisfactory completion of the contract according to established time schedules;
• Manage and control the budget allocated to the project;
• Ensure that the materials required for the development of telecom networks are abundant in warehouses;
• Approve invoices of subcontractors;
• Review and endorse field change requests; and
• Prepare monthly progress reports.
Technical Project Manager
• Provide technical support to project management;
• Verify the technical aspects of offers and contracts;
• Ensure the feasibility of telecom solutions from the technical viewpoint; and
• Handle customer complaints regarding any technical problems detected in completed networks.
Secretary
• Arrange for internal meetings of project staff;
• Develop the minutes of internal meetings;
Project Control Manager
• Establish in Microsoft Project format the time plans developed by project and department managers;
• Feed the data related to work progress into the appropriate software tools;
• Provide the project management with information related to the quantities of used materials and executed works;
• Verify the invoices submitted by subcontractors; and
• Issue the invoices submitted to customer.
Project Implementation Manager
• Follow-up through Roll-out Managers the execution of site works;
• Ensure that the materials required for the development of networks are delivered to subcontractors;
• Ensure customer approval for executed works; and
• Report to Project Manager on work progress and personnel performance.
Roll-out Manager
• Coordinate all on-site excavation, installation and pulling activities;
• Report to Project Implementation Manager about problems and work progress in his designated area;
• Compile production sheets and submit them to the Project Manager;
• Communicate with the relevant authorities who will facilitate the execution of site works; and
• Ensure that the necessary permits are delivered to site supervisors.
Site Supervisor
• Closely supervise and monitor the work performance of subcontractors;
• Prepare sites for the excavation and installation activities by marking the necessary reference points;
• Verify the application of technical specifications in site operations; and
• Develop as-built drawings and submit them to the Roll-out Manager.
Permits Manager
• Liaise with high-level government officials to obtain the permits necessary for work execution;
• Negotiate permit conditions with government authorities;
• Prepare regular reports that highlight the issuance status of all the required permits; and
• Respond to any inquiries received from customer about permits.
Permits Coordinator
• Identify the permits required to excavate the cable routes approved by the customer;
• Submit to competent authorities the letters and documentation related to permits; and
• Follow-up with competent authorities the production of invoices necessary for the extraction of permits.
Material Control Manager
• Identify the needs of stores for infrastructure elements and services and follow up the installation of the utilities approved by the General Project Manager;
• Take the actions necessary to address any discrepancies or non-conformities detected in products received by warehouses;
• Is responsible for custom clearance of foreign supplied materials and their transportation to stores;
• Control stock movement from and to warehouses; and
• Supervise the inventory carried out by storekeepers for all products existing in warehouses.
Warehouse Keeper
• Ensure that materials are stored in the conditions recommended by suppliers and approved by the customer;
• Facilitate access to all stored materials through proper organization, identification and labeling;
• Supervise the handling and delivery of all stored materials;
• Identify the inspection and test status of all received materials, either by place or spray marker; and
• Continuously report to the Material Control Manager about stock movement.
Testing, Splicing and Commissioning Manager
• Carry out receiving inspections on cables and cable accessories;
• Ensure that splicing and termination activities are carried out in accordance with the customer-approved specifications;
• Carry out the necessary acceptance tests for the completed networks in conjunction with client representatives;
• Compile productions sheets for the installation activities and submit them to the Project Control Manager; and
• Ensure that all test equipment are maintained and calibrated.
Tester
• Follow the instructions of the Testing, Splicing and Commissioning Manager;
• Create the work environment necessary for carrying out the testing and splicing activities;
• Ensure that the test equipment is calibrated before usage; and
• Properly store the test equipment to avoid its theft or damage.
Quality Manager
• Prepare a quality management plan for the project
• Carry out internal audits to ensure compliance of project personnel to quality procedures;
• Generate quality inspection and audit reports; and
• Carry out customer satisfaction surveys to collect the feedback of the customer on Alcatel-Lucent performance.
Inspector
• Perform receiving inspections to verify the quality of materials received from suppliers;
• Carry out in-process inspections to assess the quality of site works such as concrete construction, excavation of cable routes and pulling of cables;
• Compile receiving and in-process inspection checklists and forward them to the Quality Manager; and
• Follow-up the disposition of all non-compliances detected in products and processes.
Document Control Officer
• Assign reference numbers to letters sent to customer;
• File, archive and track all types of documentation sent to or received from customer;
• Dispose of all obsolete documentation;
• Is responsible for documentation flow between Alcatel-Lucent and customer; and
• Maintain confidentiality of records.
Engineering Manager
• Prepare time plans for all design activities and phases;
• Verify, validate and review designs to ensure they are in accordance with customer requirements;
• Ensure customer’s approval to design and design changes prior to execution; and
• Is responsible for as-built control and delivery of as-built documentation to customer.
